Committee: Committee on Public Safety
The Committee on Public Safety met to vote on Introduction 913-A, sponsored by Council Member Farías, which would raise the maximum age to take the NYPD police officer civil service examination from under 35 to under 43, and allow candidates to subtract up to six years of active military duty or terminal leave from the eligibility age. Chair Feliz presented the bill as aligning the City's age requirements with recent changes to State civil service law and expanding the pool of qualified candidates for NYPD recruitment. Council Member Farías explained the bill's origins in conversations with her local precinct council and noted that hundreds of candidates had been lost in the hiring process after exceeding the age of 35. The committee approved the bill by a vote of nine in the affirmative, none in the negative, with no abstentions.

1:25 .today, the committee will vote
1:25 on proposals introduction
1:26 number 9 13, a sponsored by
1:29 Council Member corey us. This
1:30 bill would demand the
1:31 administrative code of the
1:32 City of New York to raise the
1:34 maximum age for individuals
1:35 taking a civil service
1:37 examination to become a police
1:40 officer from under 35 years of
1:41 age two under 43 years of age
1:45 .the bill would also allow
1:45 individuals who have served
1:46 them on military duty or
1:47 terminal leave to sub strapped
1:50 to subtract up to six years of
1:51 service time from the age for
1:53 purposes of eligibility this
1:57 like this legislation would
1:58 allow New York city's age
2:00 requirements with recent
2:01 changes madeo th se New York
2:02 state civil service law and
2:04 expand the pool of candidates
2:07 eligible to take the police,
2:08 the police civil service
2:12 examination as the nypd
2:12 continuous efforts to recruit,
2:14 and it retain qualified
2:17 officers expanding pathways
2:18 into public service help
2:20 provide additional
2:21 opportunities for individuals
2:22 with valuable life and
2:24 professional experience to
2:25 pursue a career in law
2:28 enforcement.
2:29 The bill also recognizes the
2:30 contributions of individuals
2:31 who have served in the
2:32 military by accounting for
2:34 time spent on active duty when
2:36 determining the age related
2:37 requirements. I'll pass it on
2:39 to a Council Member areas for
2:41 her opening.
2:41 Statement. Thank you. Chair
2:42 for lease for the opportunity
2:44 to speak before the committee
2:45 on public safety about my bill
2:46 introduction 9 13 a. The
2:49 impetus for intro 9 13 8 cam
2:50 efrom conversations with my
2:52 local precinct council about
2:53 the barriers that be
2:55 discouraging qualified New
2:55 yorkers from pursuing a career
2:57 with the nypd almost over a
2:59 year ago, we took a closer
3:01 look at where candidates were
3:02 being lost in the hiring
3:04 process over the last several
3:05 years. Hundreds were unable to
3:07 complete that process because
3:07 they were exceeded the maximum
3:10 age of 35 before their
3:12 appointments were finalized
3:13 and that figure doesn't even
3:14 account for the New yorkers
3:16 who never applied because they
3:17 believe the opportunity was
3:18 already closed to them. Intro
3:21 9 13, I would raise the
3:22 maximum age to take the New
3:23 York City police officers,
3:25 civil service examination from
3:27 35 to under 43, it would also
3:30 preserve the existing
3:30 consideration for eligible
3:32 military service by allowing
3:33 candidates to deduct up to six
3:34 years of active duty service
3:36 or terminal leave when
3:38 determining their eligibility
3:39 as we developed the bill I
3:40 worked closely with our bill
3:41 drafters to ensure the
3:43 language fit within the City'
3:44 sexisting hiring and retirement
3:46 framework candidates we still
3:47 need to pass the civil service
3:49 examination complete the
3:50 background investigation, meet
3:52 all applicable physical,
3:54 medical, psychological,
3:55 educational and character
3:56 requirements and successfully
3:57 complete police academy
4:00 training
4:00 . We also intentionally
4:01 established the New
4:02 eligibility age at under 43 in
4:04 order to remain consistent
4:05 with the city's existing
4:07 retirement framework and allow
4:08 successful candidates the
4:09 opportunity to complete a full
4:11 career in the department while
4:13 remaining compatible with
4:15 current position eligibility
4:16 requirements. The legislation
4:17 also makes clear that
4:19 candidates must supply before
4:20 the 43 birthday unless they
4:22 qualify for the existing
4:23 military service age deduction
4:27 . Working people spend years
4:27 building careers supporting
4:28 their families serving in the
4:30 military pursuing an education
4:31 and caring for loved ones,
4:33 those responsibilities kind
4:34 affect when someone is
4:35 positioned to pursue a New
4:38 profession,
4:38 also developing the maturit
4:39 y, discipline, judgment and
4:40 experience they can bring t
4:41 opublic service by raising the
4:43 examination age. We can expand
4:46 access to stable public
4:47 service careers support the
4:49 nypd's brought a recruitment
4:50 efforts and allow the City to
4:52 consider a wider, more diverse
4:53 pool of qualified candidates
4:55 while continuing to hold every
4:56 applicant to the same
4:57 standards. I'm proud of be
5:00 advancing introduction 9 1
5:00 3aid today. Thank you to the
5:01 members of the committee for
5:03 considering this bill and I
5:04 respectfully urge all of my
