Committee: Committee on Land Use
The Committee on Land Use, chaired by Council Member Kevin Riley, voted on three rezoning proposals referred by its zoning subcommittees. The committee approved with modifications the Greenpoint/Williamsburg "Monitor Point" waterfront mixed-use development (LU 67, 68, 69, 71), which the chair said would provide 662 permanently affordable units after the Council's modification added 202 affordable apartments, plus over one acre of open space and a museum facility; a related special permit (LU 70) was no longer needed after the applicant withdrew it, and the committee voted on a motion to file it. The committee also approved with modifications the Dwight Clinton Park at Norfolk proposal involving two Manhattan development sites — 8 Eleventh Avenue (approx. 477 apartments, 125 permanently affordable) and 629 West 54th Street (approx. 617 apartments, 166 permanently affordable) — with modifications removing a street wall waiver at the Eleventh Avenue site and reducing the West 54th Street building height from 550 to 520 feet. All items were approved by a vote of 12 in the affirmative, 0 in the negative, with no abstentions, as read aloud by the clerk.

1:37 affordable housing and a
1:40 hundred% affordable housing
1:40 building. I want to take a
1:41 moment to reiterate some of
1:43 the points made earlier at the
1:46 subcommittee vote. This is a
1:47 one of a kind project,
1:48 providing an opportunity for
1:51 predominantly publicly own
1:52 land to provide much needed
1:54 affordable housing with the
1:57 council's leadership to also
1:59 incorporate neighborhood
1:59 infrastructure and services t
2:00 osupport this New housing,
2:01 which is extremely important
2:05 the majority of the
2:05 lopment site consists of
2:07 publicly owned land controlled
2:09 by the which presents a unique
2:11 opportunity to build hundreds
2:12 of units of affordable housing
2:14 that low income New yorkers
2:15 can actually afford in an area
2:18 that has overwhelmingly amount
2:20 of market race scrutiny,
2:21 market rate housing. This site
2:25 also provides the opportunity
2:26 to pare this affordable
2:27 housing with much needed open
2:29 space. The proposed project
2:31 will provide over one acre of
2:33 open space while directly
2:35 connected to the larger
2:36 waterfront open space in
2:39 neighborhood in in the
2:40 neighborhoods of greenport.
2:41 It's going the greenpoint and
2:44 williamsburg, where affordable
2:45 housing can be paired with
2:46 community improvements, we
2:48 should maximize the
2:48 opportunity and amount of
2:50 affordable housing built in
2:51 this project with the
2:52 council's modification does
2:56 just that with our proposed
2:56 modification this project will
2:58 provide an additional 202
3:01 permanently affordable
3:01 apartments for a total of 662
3:06 affordable units, the
3:07 council's modifications will
3:08 maintain the inclusion of over
3:10 one acre of open space on site
3:12 and the creation of a museum
3:14 facility for monitor as chair
3:17 s, lewis noted earlier the
3:20 proposal initially involved
