1:13 69 And 71 related to the

1:14 monitor point proposal and

1:15 Council Member wrestlers

1:16 nzone, a text amendment large

1:23 scale special permit and the

1:24 change to the City map, which

1:26 together will facilitate a

1:28 waterfront mix use development

1:29 that would include a building

1:34 for the monitor and a marke

1:35 trate building with me. H

1:37 affordable housing and a

1:40 hundred% affordable housing

1:40 building. I want to take a

1:41 moment to reiterate some of

1:43 the points made earlier at the

1:46 subcommittee vote. This is a

1:47 one of a kind project,

1:48 providing an opportunity for

1:51 predominantly publicly own

1:52 land to provide much needed

1:54 affordable housing with the

1:57 council's leadership to also

1:59 incorporate neighborhood

1:59 infrastructure and services t

2:00 osupport this New housing,

2:01 which is extremely important

2:05 the majority of the

2:05 lopment site consists of

2:07 publicly owned land controlled

2:09 by the which presents a unique

2:11 opportunity to build hundreds

2:12 of units of affordable housing

2:14 that low income New yorkers

2:15 can actually afford in an area

2:18 that has overwhelmingly amount

2:20 of market race scrutiny,

2:21 market rate housing. This site

2:25 also provides the opportunity

2:26 to pare this affordable

2:27 housing with much needed open

2:29 space. The proposed project

2:31 will provide over one acre of

2:33 open space while directly

2:35 connected to the larger

2:36 waterfront open space in

2:39 neighborhood in in the

2:40 neighborhoods of greenport.

2:41 It's going the greenpoint and

2:44 williamsburg, where affordable

2:45 housing can be paired with

2:46 community improvements, we

2:48 should maximize the

2:48 opportunity and amount of

2:50 affordable housing built in

2:51 this project with the

2:52 council's modification does

2:56 just that with our proposed

2:56 modification this project will

2:58 provide an additional 202

3:01 permanently affordable

3:01 apartments for a total of 662

3:06 affordable units, the

3:07 council's modifications will

3:08 maintain the inclusion of over

3:10 one acre of open space on site

3:12 and the creation of a museum

3:14 facility for monitor as chair

3:17 s, lewis noted earlier the

3:20 proposal initially involved

3:21 five land use action. One of

3:23 those a special permit t

3:25 omodify loading requirements

3:26 has been withdrawn by the

3:27 applicant. So we will be

3:29 voting on a motion to file l u

3:33 70 there are four remaining

3:35 actions first to change anne

3:40 em Eric six and our eight

3:43 district with a c two. That's

3:46 for commercial overly

3:46 . Second zone in text

3:48 amendment to mapping mandatory

3:49 inclusionary housing area and

3:52 to modify various regulations

3:54 for waterfront blocks in the

3:56 greenpoint williamsburg

3:57 waterfront access plan and

3:59 waivers available for large

4:01 scale general development

4:03 .third, a special permit to

4:05 establish the large scale

4:06 general development with

4:08 modified bulk and waterfront

4:11 regulations and forth a change

4:12 to the City map to remove a

4:14 park designation from the

4:16 western portion of the

4:17 development site, the council

4:19 modification would include t

4:20 ochange the large scale special

4:22 permit approval drawings to

4:25 facilitate the increase in

4:27 affordable units as well as

4:29 modifying the waiver

4:30 associated with the required

4:31 waterfront public access area

4:33 to maximize the public open

4:34 space on the site.

4:38 Today we are also voting to

4:39 approve the modifications t

4:43 otwo through 77 regard to

5:19 These proposed developments

5:20 are facilitated by floor area

5:23 transfers pursuant to the

5:24 special Hudson river park

5:28 district rules, which will

5:29 also include approximately
