1:05 Hudson this bill would

1:06 require the department of

1:08 correction to provide

1:09 incarcerated individuals with

1:11 information about the

1:13 institutional funds remaining

1:14 in their accounts before they

1:15 are released from custody and

1:18 established procedures for

1:20 returning those funds

1:22 . Under this legislation,

1:24 individuals would be able to

1:26 receive their institutional

1:27 funds in cash by check or

1:31 after specified implementation

1:32 period through a preloaded

1:36 debit card individuals

1:37 requesting their funds in cash

1:38 or on a preloaded debit card

1:41 would receive them immediately

1:44 upon request the bill would

1:46 also establish procedures for

1:47 individuals to receive funds

1:49 by check and would prohibit

1:51 the department from charging

1:52 any fees for the return of

1:56 these funds. The legislation

1:57 also addresses the transfer of

1:59 institutional funds when an

2:02 incarcerated individual is

2:02 transferred to another

2:04 correctional facility that

2:06 maintains institutional funds

2:08 before such a transfer the

2:09 individual would receive

2:10 written information about how

2:11 they're funds can be

2:12 transferred to the receiving

2:16 facility. These provisions

2:17 would provide clearer and more

2:19 accessible procedures for

2:20 individuals to recover money

2:21 that remains in their accounts

2:23 when they leave the department

2:25 of correction custody,

2:27 ensuring that individuals can

2:28 readily access their own funds

2:30 upon release is particularly

2:31 important as a transition back

2:33 into the community and need

2:35 those funds to address

2:38 immediate expenses. With that.
