Committee: Committee on Land Use
The Committee on Land Use, chaired by Council Member Kevin C. Riley, voted on five land use items referred by its subcommittees. The items were a rezoning in Council Member Feliz's district in the Bronx (LU 135-136) for a mixed-use affordable residential project; the Fort Hamilton Mews rezoning in Bay Ridge (LU 131-132), approved with modifications mapping an R7D district and adding MIH Option 1; the Park Avenue Brooklyn rezoning (LU 133-134) of about 391 apartments; a rezoning in Forest Hills, Queens (LU 137-138); and the 289 Kent Avenue rezoning in Williamsburg (LU 139-140) of about 278 apartments. Council Member Lincoln Restler spoke in support of the two projects in his district, saying the Park Avenue rezoning would generate 2,500 school seats. The clerk announced that all items passed 12 in the affirmative, zero in the negative and no abstentions, except LU 135-136, which passed 11 in the affirmative and one in the negative.

4:25 councilman thank you so much
4:27 chair reilly I don't generally
4:28 have the privilege of joining
4:29 you in this committee and it's
4:31 good to be here we're voting
4:34 ytoday um one is the parktrict
4:41 avenue rezoning.
4:41 Community members came to me
4:43 about this rezoning before I
4:44 had even taken office as a
4:46 Council Member in 20 21 and we
4:49 were able to work together
4:51 with approximately 10 propert
4:53 yowners um to rezone their
4:57 properties zoning action which
4:59 caused a whole lot of
5:00 different challenges and I
5:01 will tell you the City
5:03 agencies involved especially
5:04 the department transportation
5:06 were entirely uncooperative
5:07 and the environmental review
5:08 process and made me want t
5:09 opull my hair out parks
5:10 department was better it was
5:12 better but not that much
5:14 better and uh but we were able
5:16 to eventually get this project
5:18 to move forward and it will
5:20 generate many hundreds of
5:21 units of housing but even more
5:23 importantly it will generate
5:25 2500 school seats and you know y
5:27 single day in our communities
5:29 who are struggling to get by
5:30 who are struggling to afford
5:32 to live in New York City and
5:34 access to affordable housing
5:35 and access to affordable high
5:38 quality schools child care all
5:39 the way through are the things
5:41 that are communities need.
5:42 And so I am thrilled that we
5:43 are making this long term.
5:44 Investment in the future of
5:47 bed stuy and south
5:48 williamsburg with this
5:50 rezoning that will
5:53 . Really create educational
5:55 opportunity for thousands upon
5:56 thousands of families for
5:58 generations to come secondly
5:59 we're rezoning to 89
6:01 . Ken which is right on the
6:03 waterfront in williamsburg
6:05 this site be familiar to man
6:06 yhere it was the old
6:06 headquarters for vice it's a
6:10 vacant building and we're
6:11 going to be building some
6:12 housing.
6:13 Modeled kind of after the
6:13 building just down the block
6:15 at 325 5 ken this will be a
6:17 step down kind of housing
6:18 development with more density
6:19 on the kent's side less
6:21 density toward white will be
6:22 generating nearly 300 units of
6:23 housing here so we're adding
6:25 about a thousand units of
6:25 housing across our district
6:27 today and these are really
6:29 good projects.
6:29 The the owner at 89 10 is
6:31 also very graciously helping
6:33 to support one of the cultural
6:34 organizations in our community
6:36 to help them stay in our
6:37 neighborhood long term t
6:38 oscullion arts which I really
6:40 appreciate I really want t
6:41 othank my team for their hard
6:42 work on this particularly aida
6:45 and molly haley and I want t
6:47 othank the lemieux's team for
6:48 their smart and thoughtful
6:51 advice lena bryan william an
6:54 and every omar whoever else
6:55 helped thank you all I really
6:57 appreciate you
6:57 . And I hope my colleagues
6:58 will support these projects
6:59 that are really good projects
7:01 that will that are the right
7:02 type of development for our
7:03 community long term.
