Summary

This stated meeting of the New York City Council on August 13, 2026 opened with an invocation by Father Erik Cruz of the Church of St. Anselm in the Bronx. Speaker Julie Menin's communication covered the asylum grant to Council employee Rafael Rubio, the end of Temporary Protected Status for Haitian immigrants, an investigation into prediction market platforms' marketing to minors, and rising insurance costs. The Council voted on land use items (two rezonings modified by the Council, a Queens park site selection, and the Flatiron NoMad major concession) and passed legislation including the 'Scoop Act' dog waste package, a year-round outdoor dining package, the certification of no harassment program, codification of the Staten Island flag, and NYPD firearm discharge reporting. All items were reported adopted, with several individual bills adopted by smaller margins read aloud. Members then introduced new legislation on Legionnaires' disease response, retiree health care, mental health crisis response, 9/11 benefits outreach, and other matters, and recognized summer interns.

9:19 sacred calling public service

9:23 .they carry the weight of the

9:24 hopes and aspirations as well

9:26 as the needs, concerns and

9:30 challenges of every person in

9:33 this City while the task is

9:36 great, not greater than the

9:42 compassion, wisdom that will

9:44 occupy this space and inspire

9:48 our hearts to walk in your way

9:58 ourselves as one of the least

10:02 a homeless grandmother and job

10:05 and abused migrants a child

10:07 thirsting for food, medication

10:13 and love give these members

10:14 the strength and fortitude t

10:15 ooppose the vast forces of

10:17 division and depression grant

10:20 courage and conviction to

10:21 protect, save and welcome in

10:26 lives from far distant shores

10:28 that have traveled the trail

10:29 trail of tears seeking New

10:34 life grant you mercy and

10:36 compassion your guidance as

10:37 they discuss, create an awry

11:12 breathe free. Lord, you remind

11:13 us that we are our brothers

11:24 , the calling of public

11:30 service service that they're

11:31 pleased and willing to accep

11:34 traising the honor and dignity

11:35 of every person in this City

11:39 to continue to become and be

11:41 light of hope and dreams and

11:44 New life. Amen. Thank you,

11:52 I would now ask councilman

11:53 the invocation on the record.

11:57 Thank you, majority leader.

11:58 I've had the privilege of

12:00 knowing father erik cruise

12:02 through his work across the

12:04 bronx and I'm grateful for the

12:05 opportunity to recognize him

12:06 today following that powerful

12:10 implication. Father cruz has

12:11 spent his ministry serving the

12:12 south bronx from his early

12:15 work at bronx lebanon hospital

12:17 to his pastoral leadership at

12:18 parishes across our borough

12:20 today as pastor of st insulin

12:22 and rock I myn haven father

12:24 cruz continues that tradition

12:26 of service and

12:26 . We've seen and felt the

12:28 impact of your work firsthand

12:29 in district eight

12:33 . The New state insulin

12:33 apartments on since in avenue

12:34 have brought hundreds of

12:36 affordable homes to our

12:38 community, along with on site

12:40 supportive services like case

12:42 management, legal and medical

12:43 referrals, counseling and

12:46 employment assistance. That

12:47 kind of housing is especially

12:48 important in a burrow where

12:50 affordable rent is scarce and

12:51 we're too many of our

12:53 neighbors with disabilities or

12:55 histories of homelessness are

12:56 enough without a safe place to

12:58 tcame together, catholi

13:04 ccharities, the archdiocese and

13:05 father cruz so on an

13:07 opportunity to turn a parking

13:09 lot into a home for our

13:10 neighbors and you did it while

13:14 this is a power example,

13:15 example of what is possible

13:17 when faith based organizations

13:19 , government and our

13:20 communities come together

13:23 around a shared commitment t

13:25 ohousing and dignity. This is

13:26 exactly the kind of innovative

13:29 ith voted partnership that

13:31 the south bronx needs, I would

13:32 . Like to thank you, father

13:32 erik cruise for being here

13:34 today and I want to make a

13:37 motion for unanimous consent

13:38 to spread the invocation in

13:39 full upon the record.

13:42 Thank you, councilmember? We

13:43 went on a Council Member

13:45 adoption of minutes

13:46 . I make commotion at the

13:47 minutes of the state of

13:48 meeting of June 30 2026 in

13:54 July 16 2026 as printed

13:54 . Messages and papers from the

13:57 Mayor m 87 through m 89 meryl

13:59 appointments refer to rules

14:02 communicatn frioom City,

14:02 county and borrow offices m 9

14:05 0city clerk transmittal

14:07 . Received, ordered, printed

14:10 and filed petitions. The

14:11 communications. None, lanyon

14:12 call ups none, thank you will

14:15 now have communication from

14:17 speaker Julie Menin

14:18 . Afternoon, everyone happy it

14:19 has been not a slow very busy

14:22 and I want to start off with

14:25 some absolutely incredible

14:28 news are amazing City Council

14:31 employee rafael rubio has been

14:37 granted permanent asylum.

14:42 This is such an incredible

14:44 victory we were involved with

14:45 his case since he was

14:47 wrongfully detained by ice

14:50 back in and just knowing now

14:52 that this he finally has

14:55 permanent asylum is really,

14:56 really incredible he can

14:58 finally breathe a sigh of

14:58 relief knowing that he can

15:00 continue to live and work

15:03 right here where he belongs

15:06 .so I do just want to say that

15:08 the fight for him ended in

15:11 justice, but he was wrongfully

15:13 detained, he was put in

15:15 solitary confinement for two

15:17 weeks during that detainment.

15:18 I really want to commend

15:20 rafael. He has such an

15:22 incredible spirit. He was

15:24 positive throughout this

15:25 ordeal, he went through and we

15:28 couldn't be happier that he is

15:31 home, I do want to say that

15:33 for many other New yorkers

15:33 .they are not getting the same

15:36 outcome that rafael did and

15:36 that is why we will continue

15:38 to fight for them, that is why

15:40 we fought so hard to hav

15:42 eclose to $82 million allocated

15:44 in the budget for immigration

15:46 legal services to support them

15:48 last week, the trump

15:50 administration announced that

15:50 they would be ending temporary

15:52 protected status for haitians

15:55 ,immigrants stripping them of

15:56 work permits and leaving them

15:58 vulnerable to deportation.

15:59 This is a tremendous injustice

16:02 , not only for those whose

16:03 livelihoods are in limbo for

16:05 their family members and for

16:08 our entire City who relies o

16:08 ntheir countless contributions

16:12 .I want to say that the council

16:13 stands in solidarity with

16:14 council members and council

16:18 member Rita Council Member

16:20 Farah lewis and Council Member

16:20 Chi oh, say who represent our

16:24 haitian New York community and

16:27 who are mobilizing to assist

16:28 our haitian neighbors through

16:30 legal access and no your

16:31 rights campaigns as is this

16:35 City Council. The

16:36 administration is also

16:36 abandoning our most vulnerable

16:38 immigrants are children having

16:40 let federal funding for legal

16:42 aid expire at the end of but

16:44 New York will not sit idly by

16:47 yesterday, governor local

16:48 announced that the ste wtaill

16:49 provide more than $7 million

16:52 to legal aid services

16:54 supporting unaccompanied

16:54 minors, and I applaud her

16:57 . For the action that she's

16:58 taken every person has a right

17:00 to representation and

17:01 including and particularly a

17:03 child without their parents.

17:05 And it's unconscionable to

17:07 think otherwise. The

17:08 government's commitment also

17:09 bolsters the councils are

17:10 funding that supports various

17:12 legal agencies that work with

17:15 immigrants as so from City hot

17:16 albany, New York continues t

17:18 ostand by our immigrant

17:18 neighbors, and we are always a

17:20 resource for all people in

17:23 need another avenue on a

17:24 different note that we are

17:26 pursuing to protect New

17:28 yorkers revolves around

17:30 predatory marketing practices

17:33 after months of examining

17:35 allegations of these practices

17:37 across prediction market

17:39 industry. I sent letters to

17:41 David platforms cow, sheep

17:42 polly market coin base and jim

17:44 and I notifying them that the

17:45 council is beginning a

17:46 ninvestigation against them for

17:49 any of you that have been on

17:50 these sites, you can see and

17:52 this is what we are alleging

17:55 that there are predatory

17:57 marketing practices that are

17:59 really focused on minors

18:01 focused on minors and luring

18:03 them in to the gambling that

18:04 is occurring on these

18:07 platforms. So the next

18:08 generation of New yorkers is

18:10 increasingly targeted by the

18:11 prediction market industries

18:13 ,aggressive advertising tactics

18:15 are letter has 60 questions

18:17 for these four companies and

18:18 our goal is determine whether

18:21 additional laws, funding or

18:21 programs are needed to protect

18:23 them. If the allegations

18:24 indeed prove to be trip and I

18:27 will just say as a mherot that

18:29 that what they're doing is

18:30 concerning and as a former

18:31 commissioner of the department

18:33 of consumer affairs. This is

18:34 something that I think is a

18:36 really important consumer

18:37 protection issue that we need

18:39 to take very seriously, not

18:41 only do we have the ability,

18:43 but I would argue we have an

18:45 obligation to harness the full

18:46 weight of this City Council t

18:48 oprotect minors from practices

18:51 that appear to be aimed at

18:52 them shifting gears towards

18:54 today's legislation and

18:55 perhaps on a slightly lighter

18:57 note. We are so excited t

18:59 opass the scoop back today.

19:02 This package of those will

19:03 expand access to dog waste

19:05 bags launch a pilot program to

19:08 compose ways collected from

19:10 jog runs established a public

19:12 education campaign and

19:13 strengthen our enforcement of

19:17 these rules, this is about

19:18 creating safer and cleaner

19:19 streets and parks for

19:21 residents and furry friends

19:23 alike. So whether or not you

19:23 own a dog.

19:25 One quality of life issue

19:26 that affects all New yorkers

19:28 is, of course, affordability

19:31 and one factor driving this

19:32 crisis is rising insurance

19:34 costs costs that are some of

19:36 the highest in the country

19:36 homeowners insurance in New

19:39 York has been increasing by

19:44 26% annually. Liability

19:45 insurance across all

19:46 industries in New York has

19:47 been increasing by 10%

19:49 annually if you're a small

19:50 business in New York. You will

19:52 be paying 4 2 5 times the

19:56 national average on liability

19:58 is around 52% higher than inn

20:07 other states these cost peos

20:09 enormous burdens on New

20:11 yorkers a bit small businesses

20:15 in particular and for many

20:16 small businesses are forced to

20:17 raise their prices or go out

20:19 of business because of the

20:20 high cost of insurance, it's

20:22 no wonder that our City lost

20:25 8000 businesses in the second

20:26 quarter of 20 25 alone

20:30 . Our office will investigate

20:31 why insurance prices are so

20:33 high so that we can take steps

20:35 to lower them will engage in

20:37 stakeholders and regulators.

20:38 So we know exactly what

20:40 actions we need to take moving

20:43 forward, we are determined t

20:43 ocreate a livable City for all

20:45 and that means an affordable

20:46 City for all as well as summer

20:50 comes too close, I'm sure the

20:51 last thing we want on our

20:52 minds is the winter months,

20:54 but let's face it restaurant

20:56 owners are always looking

20:57 ahead and we in the City

20:58 council are looking out for

21:02 them to. We are passing today
