The Committee on Rules, Privileges, Elections, Standards and Ethics voted on two resolutions heard on March 12, 2026: approval of M 41, the Mayor's appointment of Madaro Valdivia to the New York City Taxi and Limousine Commission for the remainder of a seven-year term expiring January 31, 2031 (with the Mayor indicating intent to designate her as chair), and approval of M 1, the Comptroller's appointment of Wayne Holly to the Conflicts of Interest Board for a six-year term. One council member explained his vote, praising Wayne Holly's service but opposing the TLC appointment because of the nominee's congestion pricing vote. Per the roll call as read, the Holly appointment passed with the affirmative votes stated, and the Valdivia resolution passed with one negative vote; the chair kept the vote open at points during the roll call. 3:28 things I could say about her
3:29 .I know that in her time at she
3:31 made sure staten island had
3:33 its first office, which is
3:35 actually located in my
3:38 district and in particular,
3:38 her championing of private
3:39 ,public private partnerships in
3:40 her time at the port authority
3:42 , which lead to real positive
3:44 changes in particular the
3:46 goethals bridge replacement
3:47 project, which I regard as one
3:48 successes in our region. But
3:52 despite this, you know her
3:53 vote as a member of the board
3:56 to impose congestion pricing
3:59 on folks coming into most of
4:00 manhattan.
4:01 I think is a is is not
4:04 something that I can overlook
4:05 ,I think that it's something
4:07 that has imposed significant
4:09 costs on my constituents in
4:10 particular as well as a lot of
4:12 outer borough and other
4:13 residents throughout New York
4:15 City, and it's also being done
4:16 in the name of financing the
4:19 capital plan, which again is
4:21 not one that reflects borrow
4:23 equity. It is not one that
4:23 brings investment back to the
4:26 communities that it's charging
4:28 , so I unfortunately will not
4:29 be able to vote in favor of
4:30 her appointment today, so with
4:32 that being said, I'll be
4:33 voting no on m 41 and eye on
