5:14 question before us is simple
5:16 who is public land for the
5:19 pressure in upper manhattan
5:21 israel rents have climbed
5:22 families are being pushed out
5:25 seniors are holding on month
5:26 to month and to many New
5:27 yorkers are still cycling
5:29 through shelters or unstable
5:31 housing because they don't
5:31 have a permanent place to land
5:33 the proposal before us creates
5:36 permanently affordable housing
5:37 . Including units for families
5:39 earning at or below 40% of
5:43 area median income it also
5:45 includes supportive housing
5:46 senior housing and real
5:47 stability for people who need
5:48 it most.
5:49 It also protects and expands
5:51 resources for the neighborhood g
5:54 operated on this site will
5:55 have a New and improved home
5:57 they've been part of this
5:58 process from the beginning and
6:00 this project ensured they can
6:01 continue delivering critical
6:03 mental health services right
6:04 here in the neighborhood ryan
6:05 health a top of the line
6:08 federally qualified health

6:22 scommunity I was proud to stand
6:24 with the Mayor this morning at
6:25 the site we walked the block
6:28 spoke with neighbors and saw
6:29 firs hand both the need and
6:31 the opportunity in front of us s
6:35 something directly the details
6:36 of this project have been
6:37 public for four years there
6:38 have been countless
6:39 opportunities for input and we
6:41 have heard from the community
6:42 when we held our final public
6:46 hearing including online
6:47 testimony this project
6:48 received more than twice as
6:49 much support as opposition the
6:51 support this project has
6:53 received reflects the real
6:54 work that was done to listen
6:56 to our neighbors and make this
6:57 project a strong one t
7:00 oprotect real affordability
7:01 fully fund services and
7:03 establish clear accountability
7:04 for how this building will
7:06 operate.
7:06 Of course that didn't stop
7:07 some from trying to stop us
7:08 from getting to this point
7:09 today people who don't want
7:10 the best for this neighborhood
7:11 and are
7:12 . Neighbors people who are
7:13 perfectly content to see poor
7:14 families being pushed out o
7:16 fharlem people who have spread
7:17 lies about this project and
7:19 suggested that low income
7:20 housing and supportive housing
7:21 is a threat that narrative is
7:23 wrong supportive housing
7:25 stabilizes people who would
7:26 otherwise be in shelters or on
7:28 the streets affordable housing
7:30 scall home the people who will
7:35 live here are not outsiders
7:37 there's also a set aside as
7:38 part of this project they are
7:40 New yorkers trying to stay
7:41 rooted in this City we all
7:44 love and I say that public
7:46 land is for them as much as
