14:37 Julie Menin. Afternoon
14:38 ,everyone, as we are meeting
14:40 now a suspicious device was
14:41 found in a crawl park in my
14:45 district. I just got off the
14:46 phone with the police
14:48 commissioner, the nypd is
14:50 investigating this incident.
14:51 This is obviously an evolving
14:52 and developing situation this
14:56 morning. Finance chair Linda
14:56 Lee I released a New council
14:58 economic forecast and budget
15:00 analysis ahead of our
15:02 preliminary budget oversight
15:03 hearings, which begin tomorro
15:05 w. I want to encourage every
15:06 member to show up for these
15:10 incredibly important budget
15:12 hearings, the economic
15:12 forecast shows a difference of
15:14 nearly $400 million in tax
15:19 revenue projections compared
15:20 to the mayor's office and
15:20 budget and management for
15:22 fiscal years 20 26 and 20 27
15:26 combined are separate fiscal
15:28 analysis identified nearly $
15:31 17 billion in potential savings
15:34 and a in fiscal year 26 alone,
15:36 which of course, and it's on
15:40 thirtieth. That analysis shows
15:40 we can protect critical
15:43 government services without
15:44 drawing down on our rainy day
15:47 fund, which had been proposed
15:49 by the administration and its
15:50 preliminary budget, and I want
15:51 to make clear the rainy day
15:52 fund has never been drawn dow
15:55 n, whether it be during covid
15:56 or during the asylum seeker
15:58 crisis. So we think that this
15:59 should only be reserved for
16:02 true fiscal emergencies wer
16:03 ecommitted to maintaining
16:05 fiscal discipline and will
16:05 continue to collaborate with
16:07 the administration to ensure
16:08 the finances of the fiv
16:09 eboroughs remained strong over
16:13 the weekend, we witness an
16:14 attempted act of isis
16:16 influence terrorism outside
16:18 gracie mansion during a
16:19 protest that occurred in my
16:23 district. This could clearly
16:24 have easily become a lethal
16:27 situation. I'm relieved that
16:28 no one was injured at the
16:29 Mayor and his family are safe
16:31 that the residents in my
16:32 district are safe now, of
16:33 course, as I mentioned there
16:35 is another suspicious device
16:37 that is under investigation,
16:38 which is a really intolerable
16:42 situation to alleged suspects
16:43 were charged yesterday, and
16:44 they must be held fully
16:47 accountable. I'm deeply
16:48 grateful to the nypd for their
16:50 swift and heroic response,
16:52 particularly nypd chief aaron
16:55 edwards and sergeant luis
16:56 navarro, who without
16:58 hesitation risked their own
16:59 safety for the safety of
17:03 others the right to peacefully
17:04 protect is, of course,
17:05 sacrosanct, regardless of the
17:06 content, violence and
17:09 terrorism have absolutely no
17:10 place in our City on a more
17:14 celebratory note. I want t
17:15 osay, of course, it's Sunday
17:17 was international
17:18 . Woman's day and so we are,
17:20 of course, a women led New
17:22 York City Council and I know
17:23 that the pride that we all
17:25 field cannot be measured.
17:27 We're so proud of women in the
17:28 City and all that they are
17:29 accomplishing women in public
17:31 service and across every
17:32 different industry and sector
17:35 ,and so it was a very
17:37 celebratory day and lastly, I
17:38 want to say in the person
17:40 outside. I'm very excited to
17:42 announce David New
17:43 appointments to our senior
17:46 staff joe daniels was the
17:48 former and president of the 9
17:51 11 memorial museum he handled
17:53 the construction of that very
17:55 complicated project and when
17:56 there was 60 active projects
17:58 going on around ground zero.
18:00 He is going to be our New
18:02 senior adviser for economi
18:03 cdevelopment together with leah
18:05 goldman, who has done a lot in
18:09 terms of economic development
18:10 and a different public private
18:13 partnerships together, joe and
18:14 leah will co direct our New
18:16 office for advancing
18:18 partnerships and economic
18:19 expansion or apex for short.
18:23 We're also welcoming greg
18:23 krakauer, who served as
18:25 counselor and senior adviser
18:26 to the New York state attorne
18:28 ygeneral. He will be the New
18:30 counsel to the speaker working
18:33 on oversight and
18:34 investigations matters and
18:37 lastly, but certainly not
18:37 least I'm so thrilled to say
18:40 that mca job is being elevated
18:43 to general counsel. She is the
18:45 first black person to ever
18:46 occupy the office of general
18:48 counsel in the City Council.
18:49 Mark. I particularly want t
19:01 ocongratulate you.
19:01 So March 14 is wholly the
19:03 hindu festival of colors of
19:05 love and of course, of spring
19:06 in which it feels like today
19:08 on March 17 we're going to be
19:10 celebrating st patrick's day
19:11 and I look forward to once
