11:27 . You, majority leader and
11:28 good afternoon, everyone. I'm
11:29 so glad everyone was able to
11:32 make it here safely to work
11:34 today first want to begin by
11:36 acknowledging the winter storm
11:39 , it showered our City
11:40 literally in snow with the
11:42 first blizzard in 10 years and
11:43 0a full snow day for New York
11:47 City public schools. I want t
11:50 osay. First of all we are very
11:51 grateful for all of the
11:54 sanitation workers who worked
11:56 tyres.
11:56 Tirelessly throughout the
11:57 night and continue to do s
11:58 oand for all the City workers
12:00 who are clearing crosswalks
12:03 ,plowing streets, laying tens
12:03 of millions of pounds of salt
12:05 throughout the five boroughs
12:06 as you know we have a hearing
12:09 on Friday for sanitation and
12:11 disability committees and so
12:12 it'll be great opportunity for
12:14 all of you to have your
12:16 constituents come and testify
12:17 at that time when
12:20 . Ntra storm aside, we have
12:21 continued to work towards the
12:22 New York that is safer and
12:26 more affordable for all of our
12:26 residents. I want to give a
12:27 couple updates on some of the
12:29 things that we have done in
12:30 the past couple of weeks this
12:32 past week we hosted a really
12:35 productive roundtable with
12:36 muslim community leaders and
12:38 Council Member haneef to
12:39 discuss ways we in the council
12:41 can combat islamophobia and
12:43 secure funding for halal food,
12:45 the holy month of ramadan, it
12:47 was a great opportunity t
12:49 ohear specific, actionable
12:52 items from a wide range of
12:54 muslim community leaders
12:55 ,particularly during the holy
12:56 month, no family should be
12:59 worrying about access to halal
13:02 meals and certainly with the
13:03 rise in islamophobia, that is
13:04 not something that we are
13:06 going to tolerate in our City,
13:08 even a single instance has no
13:09 place in our streets on our
13:13 subways in our schools on
13:15 social media as allies to thi
13:18 scommunity, our voices must be
13:19 loud and as elected officials
13:20 in the City are actions must
13:24 be effective. We've already
13:25 formed a committee to combat
13:26 hate shared by Council Member
13:28 Yusef Salaam we already have
13:31 legislation in the pipeline
13:32 that would make the fibers
13:33 safer for our muslim
13:36 communities.
13:37 We are also in a landmark
13:39 moment for political
13:40 representation we have the
13:42 first muslim Mayor. We have
13:43 the first jewish speaker of
13:44 the City Council and I think
13:45 this is a historic opportunity
13:48 for communities across the
13:49 City to come together on a
13:52 lighter note last week we were
13:53 very proud to announce that a
13:55 child care center in my
13:56 district is such open later
13:58 this year when it comes to
14:02 accessing affordable,
14:05 accessible childcare the five
14:06 boroughs is facing a real
14:08 decrease in supply, we know
14:09 the demand is high, but the
14:11 supply is low and the last day
14:13 . We've lost 853 childcare
14:16 providers in New York City.
14:18 And yet at the same time there
14:19 is a real heightened
14:22 competition for seats as a
14:23 mother this issue is personal
14:25 to us as a woman lead counsel.
14:26 This is something that I know
14:29 so many members care very
14:31 deeply about as child care
14:32 clearly gives our children the
14:34 strongest possible start in
14:35 life and put them on a path t
14:36 olearn and grow, so I was
14:38 pleased to join the Mayor at
14:39 the opening of this New child
14:40 care facility in my district.
14:44 It's obviously our
14:44 responbilisity to fulfill the
14:46 promise of an affordable,
14:48 accessible and equitable City
14:49 and I know the City Council is
14:52 going to do great things ahead
14:53 on fulfilling this mission a
14:57 week ago. We also felt the
14:57 passing of one of our nation's
15:00 great civil rights activist
15:02 reverend jesse jackson on
15:03 Saturday. I had the great
15:05 honor of speaking at a truly
15:07 moving memorial service that
15:10 honored irreplaceable
15:11 contributions that reverend
15:12 jackson made to the cause of
15:15 liberty, justice and equality,
15:18 reverend jackson turned words
15:19 into deeds, not simply because
15:20 of the millions of people
15:22 around the country in a world
15:24 that heard them or the
15:25 platform he spoke from, but by
15:27 the hope that those words
15:29 awaken and the change that
15:32 they unleashed his words
15:33 brought together the
15:33 communities of the rainbow
15:36 coalition to conquer
15:38 injustices of our society. And
15:39 while reverends jackson's
15:40 voice maybe be resting the
15:43 charge that he gave us rings
15:44 loudly throughout our country
15:45 and throughout the world ahead
15:49 tomoforrow's hearing held by
15:50 the committee to combat hate.
15:51 I want to speak about the
15:52 bills that we've introduced in
15:54 the past few days we've had
15:57 very productive, productive
15:59 with commissioner tish and
16:01 updated our legislation t
16:02 oaccount for the department's
16:05 feedback. In short, the bills
16:06 that we are hearing tomorrow
16:09 is clear considerations for
16:10 buffer zones around the
16:12 entrances and exits to houses
16:14 of worship and to schools,
16:17 considerations that both
16:18 protect access as well as
16:21 strongly protect protesters
16:23 first amendment rights, so t
16:26 obe clear, these bills do not
16:27 infringe on protests, rights,
16:28 labor rights or create any New
16:30 criminal penalties what they
16:31 do is really protect the safe
16:33 access to these institutions
16:35 as well as increasing
16:38 transparency for congregants
16:39 for students and for
16:41 protesters alike because what
16:42 happened at park east
16:43 synagogue and in the q gardens
16:44 should never happen again
16:47 incorporating the nypd input
16:49 reinforces our commitment to
16:50 the public safety of all New
16:52 yorkers and we are grateful
16:53 for that and we can move
16:55 forward with the agency's
16:58 support, turning to moments of
16:59 cultural significance. There
17:00 are a lot of them, so get
17:02 ready in a few days we're
17:04 going to celebrate dominican
17:07 independence day? Yes. Yeah.
17:09 Hey. Hey, New York City is so
17:12 proud to be home to such a
17:15 dynamic dominican community
17:16 ,it's critical that we honor
17:18 the communities many
17:19 contributions to our City and
17:21 well beyond tomorrow and I
17:22 hope every member will be able
17:23 to join us. We're going to be
17:25 hosting a dominican republic
17:26 independence day celebration
17:29 right here in the council
17:29 chambers at 5 30 and I want t
17:31 othank.
17:31 All of the council members
17:33 who have organized this annual
17:37 celebration is almost here and
17:39 that means we're celebrating
17:40 . Women's history month
17:44 . So it is so proud to lead
17:46 our historic women majority
17:48 counsel, which has
17:49 demonstrated to the City and
17:50 the world with strong women's
17:52 leadership looks like women
17:53 are the cornerstone of society
17:55 and the backbone of our
17:59 families when women are
17:59 healthy, safe and have access
18:01 to opportunities we all
18:02 succeed. I look forward t
18:04 ocontinuing our progress
18:05 together to advance solutions
18:07 to support women across the
18:09 City to address disparities
18:10 and inequities and create
18:11 amore equitable City so happy
18:14 women's history month to all
18:18 March 1 is also independence
18:19 movement day, an important day
18:21 for our korean american
18:22 community in commemoration of
18:24 the March 1 movement for
18:27 liberation and independence
18:28 ,so please join our korean
18:30 american community and
18:31 celebrating this important day
18:35 marches. Also greek american
18:35 heritage month and irish
18:37 american heritage month, so
18:39 both we look forward to
18:41 celebrating the country of
18:42 both our greek and irish
18:43 communities here in New York
18:45 world this year. Poem is being
